Description | Programmer is responsible for analysis, design, coding, component & assembly testing of all application code owned by the Application Team. Programmers typically are involved in maintenance (including production support), enhancement & development work.Complete Description: **Please Read Details Regarding Occasional TRAVEL for this Position** Contracted support is needed to provide research, analysis, development, testing, documenting, and deployment functions for various Access database systems and associated reports at State Hospitals within the Office of Mental Health and Substance Abuse (OMHSAS). Current issue involves the Patient Tracking System (PTS) at Wernersville State Hospital. PTS is an essential information systems asset supporting key business operations for all state hospitals. PTS is a distributed Access-based system with a SQL database currently being used at all state hospital locations with variant code bases and functionality in existence. Some modifications and/or consolidation efforts have been implemented recently to reduce systems vulnerabilities and operational liabilities as well as facilitate better life cycle management of this asset. There appears to be both networking and software issues causing performance/throughput anomalies with PTS at Wernersville. This engagement consists of two phases. Phase I is to resolve the performance issues specific to PTS at Wernersville location and Phase II involves the completion of approved modifications/enhancements to PTS necessary to support business operations. The contractor will begin Phase I of this engagement by conducting researching and analysis on the current application platform, documentation, and source code at the primary work location in Harrisburg. The contractor will need to augment research with site visits to Wernersville and other State Hospitals (as required) to meet with business managers, key users, and pertinent subject matter experts within these facilities. The contractor will engage in knowledge-transfer activities with one of the OMHSAS subject matter experts and designated BIS staff. This will require the contractor to conduct and actively participate formal knowledge-transfer sessions and validating target audience capability to demonstrate adequate understanding of technical knowledge received. **Both phase I and phase II activities may require travel to Wernersville and other State Hospitals. It is anticipated that Phase I activities may require travel to Wernersville for up to five to ten days in month one and two of this assignment. Travel and site visits to other State Hospital locations supporting for Phase I and/or Phase II activities will be based on the direction and needs of OMHSAS and BIS.** **The contractor MAY also be required to travel to various State Hospitals as required to assess and observe system issues as they arise as well as conduct deployment/training activities. Mileage reimbursement will be calculated at state rates for State Hospital on-site visits.** The contractor's Phase I responsibilities will be to: --Work with the PTS system to research and assess its current functionality, documentation, business and technical operational environments, and systems framework to identify and document issues (route causes) related to poor performance/through-put at Wernersville. -- Provide specific recommendations to eliminate and/or mitigate performance issues identified from the initial research and analysis. -- If modifications/optimizations to PTS are required and formally authorized to correct performance issues, he/she will need to analyze, design, develop, test, validate, deploy, and document any new development and enhancements for the PTS application following DPW's Systems Development Model (SDM) and affiliated standards. -- The consultant will need to work with and alongside designated OMHSAS and BIS |
